Fungus below a Magnolia

Customer's saying they have a fungus present in the lying area just underneath a Magnolia Tree. An arborist tells them it may be from over watering the tree itself(or something to that sort). They're wanting to know if that troubled area underneath the tree can be treated with a fungicide and/or will it affect/harm the Magnolia itself?
