after seeding add a starter fert also and cover with organic compost 1/4 inch depth, fescue should germinate in 5-7 days with compost

Now is fine. Fescue is a cool season grass. I have had better success with it in the Fall after aerating and then applying starter fertilizer, but Spring is still good to plant it. I think 65-75 degrees or so is optimal, but not 100% necessary. I had a neighbor put down a ton of fescue seed in June. He didn't have too much success. Too hot.
