Hey Brian,
Can you repost with the EPA reg.# of the Spectracide product you used? We're getting off base here, kinda guessing as to what the Active Ingredient really is. Spectracide is a brand name. The product you used could have contained a number of actives. Roundup CANNOT leach or root absorb unless roots were exposed by some digging/edging incident. Even then it would be pretty hard to kill even a young shrub. 2,4-D isn't likely to cause anything but superficial twisting that isn't likely to be fatal either.
Let's remember that herbicides are used by growers of shrubs all the time & their entire financial livlihood depends on the outcome.
If herbicide damage took place, then a long residual/soil herbicide was an ingerdient in the product used.
Also what kind of shrubs were they?

This doesn't have to be a herbicide related death. The mid_Atlantic region has had several bad dry spells this year including a significant period this spring and agian mid and late summer.

The years '97-'99 were also very bad.

Environmental stress can take years to exact its death toll. Sever droughts cause roots to shrivel and die leaving the plant un- thrifty and more subject to future problems.

Where pathogens and insects can't be found and definitive herbicide damage is unknown or is not symptomatic, plain old environmental stress is a real and often dominant cause of death.
