need help

here is the deal. when i moved into my house the grass was green, last summer it was really hot and it turned into straw. I am not joking, straw in some places (most places). It was brown and hurt to walk on, really patchy and disgusting looking. I do not want to be that neighbor this year. I realize this site is for professionals, which is why I am posting here. Is it necessary for me to hire a company to salvage my lawn or is it something I can do on my own. If it is something I can do on my own, what do I need to do. what would you do?

Install irrigation, power rake, add seed (but this time use top quality Scotts seed) fertilize heavily every month until grass is thick--then reduce fertility so that mowing is once per week again. If you had crabgrass last year. Use crabgrass contro now--sow seed in fall.
