I don't give estimates, not even ballpark ones, without looking at the property.

Don't mislead the customer - be upfront and if you don't/can't offer the services they want, then tell them. If they are willing to let you do the maintenance end of it and have a different company do the chemical apps, then fine but if they want one company to do it all then it's better to let them have it that way.

Now you've just stuck yourself in a corner, because if this person decides to go with you, you now have to find a sub willing to do the chemical apps, find out what they'll charge, how many and what type of applications they want to do or what the customer wants, it's just a mess.
