Mower spits smoke

On my Honda HRX217 push mower, it spits black smoke for a few seconds right before it turns over...hot or cold. I keep the air filter and oil clean. Any ideas?

I guess we have different definitions of "turn over"!

If you only get a couple seconds of black smoke, that doesn't sound abnormal for a cold start. The choke should be causing that.
Does that engine have the auto-choke?
Does it start 1st pull when hot? If it does, that doesn't sound like the engine is flooding.
My gut feeling is that if it only does it for a couple seconds, and otherwise performs correctly, than don't worry about it.
IF, OTOH, it tends to gulp fuel, then there is most likely a problem.

Yeah it does it when cold and hot. It always starts 1st pull. And yes and it does have the auto choke. Thanks
