Clean up the carb first and that could solve your problem. If not, obtain your model and code then proceed to Kaws website to get a parts breakdown to see what you face as far as parts and orientation. If you don't open up engines on a regular basis you should obtain a repair manual for your model.

Before you take anything apart. Pop off the discharge side of the fuel pump line, get a small can, start the motor and see how much fuel you are pumping. And do this while the tank is very low. Only takes a few seconds to see flow and shut the unit down. Do process of elimination in order that way you wont over look a step. Start at the gas tank and go from there.

I knew you'd come through Restro! It is indeed a good idea to check governor adjustment even though I have NEVER found one out of adjustment that had a surging problem.

Well Dutch, I have ran across a few that the adjustment was the ticket. Anymore I exhaust all avenues before a tear-down, Guess I'm gettin lazy in my Ole age.

Well, Rob, you're still wet behind the ears compared to this old fart that's pushing the big 70. I can fully appreciate your thought regarding checking out all avenues before a tear down. The 23 Kaw that I had about a month ago really kicked me around for a while. I had been through the carb twice, checked/adjusted valves that had escessive clearance, leakdown down, compression check, pretty much the whole enchilada. The final determination came when I could "very slowly" open the throttle to top speed without surging but when blades were engaged it would start galloping. If the throttle was opened quickly from idle to wide open the same condition would occur. After opening it up I found badly worn bosses on the back of the governor ball retainer, very badly gouged governor plate(cup) and the washer that the governor arm fork rides against was like a wavy potato chip.
