Blower trouble

I have a hand held blower. I was useing it the other day and it was working fine. I forgotit out side last night and it rained. Know when i pull the starting cord it wont pull. It like it jammed or something. Any ideas of what could be wrong with it

just a couple..maybe the magnet & flywheel rusted together..maybe got water into cylinder via laying with muffler facing up..or maybe the re-wind came apart internally at first attempt? just a couple guesses, but water in block/cylinder my best guess. Geno
