Well BIGJIM, Your on one now.

What engine is on this unit ?

First thing would be drain the stale fuel from the carb and tank then add fresh, Go ahead with whatever you were going to do to tune it up then post if it still won't start.

Put it in gear, When it starts to "loops" ? Start SLOWLY applying the choke, If it smooths out remove the carb and tear it down.

Spray all ports/passages and jets out with carb & choke spray cleaner with the little straw, Sounds like you have a restriction in the carb. causing it to run lean.

First off that Kohler you should probably run it to normal operating temp then immediately change the oil and filter, also change the air filter and pre-cleaner, and while you're at it go ahead and slap an Autolite APP5224 spark plug in there, or a Champion RJ-12yc would likely do the trick as well, gap .030

Then pull off and replace the inline fuel filter and while you got the fuel line in hand go ahead and drain whatever garbage was in the tank and re-fill with Amoco premium unleaded.

Then see how she acts, might not be perfect but I would think it should hath improved.
