I would think the basin for that size water feature would be constructed like a small pool using gunite. Then it can be tiled or trim many different ways

A mexican resturant has one that is a 2-3 x 18ft basin and a 12x18 ft stone wall. The water basically trickles down and only a few inches ever pools in the basin.
