If you change the photo that you have for your avatar, I'll answer your question

that photo, that has been around for about 10 years, just shuts me down for some reason

Amen! I just can't take you seriously looking at that face.

In answer to your question. Use the pre-em to start programs with, follow up with organic matter & and/or tea, power seed, apply vermicompost. All will help develop a healthy lawn.

what about watering less to let the top 1" of soil dry-out completely. since the water restrictions weed and feed has become useless and any npk fert just Burns the lawn.
the weed population is all adult weeds that can be dispatched with tools fire or hand.seeds growing in 1 watering per week is going to be real hard even in the best soils.

next what PH changes could be made? some weeds will not favor a change in PH.

how about some natural PGRS Spanish moss, rosemary, most seed meals including CMG will PRUNE roots as bill said.

how about going to an organic program next door?
then you can control the weeds and have a new cust.

how about the local ag schools? any cheap weed pullers need a job?

how does a PRE M and grass seed work together?
I Would just look harder at the under lying needs and the soil condition
