25 Kohler running rich

I searched, and did not find the same problems that i am having.
25 Horizontal on a Lazer. 1900 hours. Problem began on rouch ground. Engine surged and finally floaded out. Cleaned plugs and got it back on the trailer.
Changed plugs, fuel filter, air filter, needle and tagged out the two jets on top of carb.
Motor runs, but still very rich and only about 3300 rpm at full.
What else should I look at?

make sure the choke valve is completely open then check the float/needle and seat assy. again.

Check your air/fuel mixture? I'm not quite sure.

Update:

Thanks to those who replied.
We replaced the needle and it ran better, but not right.
Turns out while putting the carb back together, one of the jets was put in upside down.
Runs great now. Also adjusted the rpm.... a couple hundred make a big difference.
