Ontario pesticide ban loop hole?

Check out the info below from the MOE website, the class 4 pesticide contains "amine or other amine salts"....and the class 11 product is an "alkanolamine salt".......would that be another amine salt? Or is that too much of a stretch!

Biopesticides and Lower Risk Pesticides
A Class 4 pesticide that contains a Class 11 pesticide (biopesticides or lower risk pesticides) can be
used to manage weeds, insects and plant diseases on lawns, gardens, parks and school yards.
Pesticides must be used in accordance with their label. Existing requirements for exterminators who
use biopesticides or lower risk pesticides on a commercial basis will continue (i.e., maintaining an
appropriate licence, carrying insurance, posting signs).
