engine to deck belt issue on Dixon ZTR4423

I have an issue with a 2000 Dixon ZTR4423 (Model DM-42-93997). The engine to deck belt keeps jumping the idler pulley and getting shredded. I have replaced the belt twice now (I ran it for years without having issues until the original belt shredded last fall). All the bearings seem to be fine, as the spindles spin freely. When the PTO is engaged, it does seem like the idler arm pulses a lot, but it says that it should pulse in the manual. Just looking at it, it seems like the belt rides too high on the idler pulley, which may be why it jumps, but there really isn't any adjustment on it. Does anyone have any suggestions / had the same problem?
