I would simply look the guy straight in the eye and say "You know as well as i know that if a newly paved parking lot is selaed immediately after it is paved that the oil being drawn out of the pavement by the heat of the sun will force the sealer upp and off of the paved surface so why are you deliberately requesting that i do something that will harm my business reputation". And if he started talking a bunch of silly mess then i would chew him up one side and down the other. I would also tell the property owner what is going on.

That is a good approach but it is not my style. I told him I won't do it now and to give me a call in a few months and I will take a look at it. The guy was in a huge rush so I knew he was not going to wait. I just left him to his own devices.
