Idle Speed on Exmark

I have a 15hp Kawi, 48" Exmark Viking, I want to increase the idle speed, is there another way beside the set screw? I took it to the dealer the High idle is about 3200 rpm, according to him it should be around 3400...he tried to change it, but was messing with the low idle side...I didn't say anything but....I figured I could do it on my own, but I messed with the screw and it didn't change at all, up or down....any help is appreciated.
