Dying Spruce Tree

I like anyone's opinion on why you think this tree is dying?

Green Thumb,
How new is that retainer wall? It all looks new to me!!!
How long has this spruce been planted??
It is hard to tell at this distance.
Mites?
Blight?
Fert Damage?
Root damage?

That wall and the pathway look awefully new to me. Could be construction damage.
Need a more close up view of the foliage and an opposite view of the site.

Dying Spruce Tree

I just got this customer so I'm estimating the tree is probably < 8 yrs. and same
for the wall. I'm sure the tree next to it was planted at the same time yet its
fine. ( Just passed my Core, Class 5 & 8 ) I was leaning towards "Mites" but I
haven't checked for them yet.
