Knowing the shrubbery in question is important..
Not all species of plant, shrub and tree flower at the same time. Some species as stated above from the other members are good indicator's. There are rules of nature to play!!
This round will be the 4th cutting for us, as our season usually recieves 3. Severe cutting will need to harden off before frosts appear or at least it does for me.
The rains set in 3 weeks ago, and we were in no position to play catch up from the month prior. We have to play catch up now with the threat of rain looming around again and frosts. I am sure that we are not the only company whom is behind or late from performing all the necessary trimming and mulching jobs they have. The August weather with rains stalled over the mid-section of the country and dumped torrents of water. September and October wasn't any better for us either...................!!

Now, there is a huge difference in shearing off new growth and hard pruning!!
The cooler temps have settled in here, so the reshaping or shear pruning is done before the frosts hit.

Im from south jersey. You are pushing it BIG TIME. It can go either way for you...depends on the weather and also if they are trimmed (sheared) regularly or not.
