while they may not be putting down more than 1lb of N or 1/4 lb of P in any one application. whats to stop them from putting down a 10lb of N total per year?

Any sprinklers which spray into the street/sidewalk goes right into the storm drain... and broken sprinklers can exacerbate this issue...and an sprinkler with a poorly adjusted clock even worse....

With as much coastline as florida has I do applaud the state at trying to limit damages...But short of cutting everyone off, its just a bunch of baby steps...
