Eleagnus would be one of your best choices IMO. They are tuff, dense and fast growing. The only problem is the sprouts grow real quick and need cutting about once a month.

Try Atrimmec growth regulator on the Eleaganus, it holds them for a couple of months and no shoots.

I would use a Japanese privets. Ligustrum japonica I think is the official term. Bulletproof, not frost sensitive, fast growing, sweet smelling blooms in the spring. Easy to hedge.
