getting springs 'above' equalizer?

I had my wheels off my Tandem to weld new railing and add new fenders on- now one spring is 'below' equalizer..and other is in proper place above it. How in the world do I get it back above like other? Do I need to jack whole trailer up and remove all wheels? I can't seem to find the right way to get it to swing back up where it belongs? I'm not sure if that is called the equalizer..but is the triangler thing that pivots and springs are attached too. Thanks

out of wack

i think you can jack the end of the trailer up that the spring is under the equalizer ,if you cant get to the end of the spring were the strap's are take the tire off ,put a crow bar or a steel rod between the spring and the equalizer between the straps and lever it up .watch the knuckles and finger's .
