They are putting more HP on newer models. Most old Toro WBs had Kawasaki FB460Vs, which are 12.5 hp. They had them on their 36"s up to their 52"s. For me here's what I would do:

Belt Drive:
36" - 14 hp
44" - 15 hp
48" - 15 hp
52" - 17 hp

Hydro:
36" - 15 hp
48" - 17 hp
52" - 19-21 hp
60" - 23 hp

All Kawasaki or Kohler, would not buy a Briggs on a WB. Maybe a Vanguard on a ZTR.

I have a 14hp Kawi on my 48" belt drive WB, it takes some fairly tall grass to slow it down at all.
