I'll play devils advocate here.
maybe the special order precast stairs are on back order.... Go green and recycle those old pallets... hardscaper walked away from job after PITA customer demanded steps which where not included in the original estimate...

Pretty clever in all reality. And the increments work out equally / perfectly.
Most likey a new front porch is on the near horizon. Just something to tie them over till then. Kinda like the worn out tires on a scapers work truck. Front end needs aligned, but no time to take the truck to the shop. So until then......the old tires stay. ,

Some w/ grease stains, some torn & tattered. -7 pairs of jeans, ranging from Levis to Polo to GAP. 1/2 of them have holes in 'em. -1 belt -1 pair of old worn out Nike shoes.
