Newb question on fertilizer

Whats up guys, Im a newb to the fertilizer topic and I was wondering what all I can do, as far as fert goes, without a license?

states vary, in fl you need a certificate, which consists of an eight hour course and a test. Most states I believe you dont need anything to apply straight fert.....weed and feed = full certification
