That is decent looking soil your installing over. Your lucky I seem to always get pure sand and have to try and save what I can from the original turf just to save a little OM.

I would assume it is just the location that makes the difference as no topdressing etc has been done to this lawn. With you being closer to the shore I would expect you being a lot more sand.
