I'm thinking there should be a plastic-in-steel version of most above-ground backflow preventers. Maybe even return to the Richdel plastic AVB, or similar.

You have to be a special type of idiot to do that. It has been 6 years since that guy killed himself trying to steal a transformer and i am still chuckling about it.
