Blades engaged 3600rpm?

Should a mower run at 3600 when blades are engaged. My 60'' GS runs @ 3640rpms without the blades engaged w/ blades engages it runs @ 3540?

That is normal don't worry about it. They should be set at the factory at 3600 RPM with no load. Many mowers are geared in such a way as at 3600 RPM you are at max blade tip speed (As per ANSI standards) there is also a safety margin in there somewhere.

All mowers I have ever seen drops 75 to 100 rpms with the blades engaged. Just as long as you are not below 3 to 3.2k you are good.
