Curb Strip

I am trying to improve the looks of this curb strip and am needing some suggetions. The picture was taken this spring and the curb has now filled in the bare patches with weeds but still looks bad. The problem with the curb strip is that there is not an actual curb between the road and the strip, the road and the grass are on the same level. In the winter salt runs off the road right into the grass and cars drive over it all winter long. I thought about digging it out and replacing the grass with stone but I don't know how to keep the stone in either. Any ideas?
