like i said just starting out

ok so three days ago i put down fertilizer on my lawn. it was scotts turf builder.... 28/0/3 with plus 2 weed control. I did that to try to help my lawn green up a little bit. well after i put it down it poored buckets until this morning. I dont see any change in the lawn. do you think that all the rain might have just washed the fret away? and should i put some down again today since its not going to rain again till monday or tuesday. And also in novemeber around the end of the first week or second week i was going to put down some winter fert. any advice thanks.
