Clean your carb. Pull it off, take it apart and spray all the jets and orfices with carb cleaner then use compressed air to finish off. Put it back together and see if that solves your surging problem. I actually bought a gallon of carb cleaner that you soak the carb in. If it continues you may have some dirt in the jet under the welch plug. Restrorob and Piston Slapper have helped out with diagrams and governor adjusting if necessary after you get the carb cleaned.

Been there, done that on a couple of occasions with a thread on here about it.

try giving it a little choke and if it smooths out with some choke then yes your carb is dirty. probably the main jet is plugged up a little.
