Is it illegal for a homeowner to apply fertilizer or pesticides without a license?

Unfortunately, no, homeowners can dump all the cheap retail fert and chems on their lawn they want without licensing.

Only professional LCO's who know what they are doing need to pay the exorbitant license fees to apply these products.

On a side note, about the original topic of this thread....
I have not yet turned the illegal applicator in. I need to play my cards right. This guy is so small time that he doesn't affect my business too much at all.
If I turn him in, good likelihood he will just get fully licensed and may ramp up his operation to compete with me. I don't want to encourage that.
However, if I get any more customer theft from him, or I see him spraying herbicides it may just force me to make that call......
