No pressure help!

Have large reside gravity feed Job. bucket test produce 16 GPM but the weird thing is the stand pipe was only giving me 24 static psi for about 2 sec then gauge would bounce to 10 psi then 0? Gauge works on other higher pressure systems.any suggestions and can l add inline pump to produce higher psi?
