Why does it look like insect damage?

It's always tough to tell from a simple photograph and the correct way to figure this out is to get on your hands and knees and begin to check for certain things. To me, it looks like drought stress with some Dollar Spot thrown in. Have you checked for moisture in the soil? If not, dig into the green areas and then dig into the brown areas to compare soil moisture. If the tan areas have no moisture at all and resemble dust - well you know that nothing grows in the Desert. Check for pictures of Dollar Spot online and look at the individual blades of the grasses to see if any of the telltale signs are present. Another avenue to persue, would be to check for Chinch Bugs. Check for those as well.

If the lawn is irrigated, put a cereal bowl in a tan area and another one in a green area. Then, run the system and compare water amounts. If the tan areas are not getting wet, or they're barely getting wet, a larger nozzle may need to be installed, the heads may need adjustment of the arc and rotation degrees, or worse, another head may need to be installed.

Good luck with your findings!
