Dealer says dirty air filters did this to my carb, are the right ?

Look at the pic of carb with the buildup of black stuff, not a great pic but dealer states this is direct of dirt ingestion. I thought I did a decent job of staying on top of that stuff

Is this the result of dirty air filters ? My dealer says yes
