I received a phone call from a neighbor of one of my customers asking me to come quote them on removing 4 Hydrangea plants and 2 small pussy willow trees. How much should I charge for this?

Figure out what you need to charge per hour to cover your pay and your business overhead. Decide how long it will take you to do the job, including the time and cost of going to the dump.

Give the potential client the "Total Cost" that you arrive at. I don't suggest that you ever tell any-one your hourly rate and break down an estimate for them that way.
