scag trans. help

i just bought a used 36 inch scag with belt drive. an older mach. when i put the machine in gear, it creeps and then stops. reverse is strong. other gears not so much. the shafts stop turning when i try to go. if i push it, it will move on concrete, but not on grass or uphill. seems like the resistance of belts on wheel pulleys is too much & trans shafts stop.do i need tranny work, or could it b something else? also not sure where to add trans fluid. thanks,tom
