lots of rock/stone in lawn

not sure if this is in right forum, if not, mods please move.

Went and looked at a property before. 47,000 sq/ft turf. About half is very sparse due to excess stone (no more than 1" in size), the other half is intermittent with small sparse areas. I dug down 2-3" and found decent soil with a little amount stone in these areas, but still feel topdressing would be needed. What would be the best method to go about renovating this property so that the homeowners can actually grow grass.
