Old 99 Lazer hp suddenly wont start

Our old faithful 1999 48 lazer hp with the 18hp kohler suddenly wont start. It cranks over fine it just will not fire up today after yesterdays torrential downpours. I pulled the plugs and they are dry. I tested for spark and it has spark. Put the plugs back in and drained the bowl in case it had any water in it. I shot it with starting fluid and still will not start.

Can it be flooded yet the plugs are clean and dry? I would think even if it was flooded the starting fluid would at least make it burp or something. It acts like the carb is not letting anything into the engine.

Anybody have any ideas?
