Sorry I am late but I have 12 zones (90 roters and rest sprays) and inlet pressure at 82 psig. Banged all the time and installed water hammer after sprinkler 1 inch tee inlet (to backflow) and all good now. Use Hunter jar heads.

Your using loflow toilets and have low pressure for your supply and have throttled down the refill so what's missing?

the real question is how many fill valves have been tried in place of the noisy one

A solution?

I was thinking an small inline check that could be mounted to the stop valve directly would solve most of the problem, however in my limited search for such a product I came up empty, other than that Watts floodsafe supply line which isn't quite the same thing.

We shall see how the Toto will perform in the next couple of days.

Right now, the stop valve is the noise maker due to it being throttled down.

Haven't seen those, but that is the cleanest looking mini arrestor I have seen. Still an eye sore and it would require changing out the stops. I was thinking more of a check that fits onto the end of the supply hose and then connects to the stop. The check wouldn't necessarily have to stop all the hammer flow, just reduce it to the point where it becomes a non-issue. Perhaps something like a one way flow disc.
