Before i would devote anymore time or money (for that matter) trying to reduce the hammer i would find the cause of the hammer.
Personally i would look at the filter first and the meter second. I have no doubt that the work that you have done behind the plumber did anything but improve the quality of the install so we can rule that out. The filter may be momentarily impeading flow. You may not be seeing this at the gauges as it may be too slight. The meter should be tested by the purveyor at your request. If all else fails you could install a flow/pressure loop near the meter and use a data logger to help diagnose the system. Posted via Mobile Device |

Flow and pressure are within the range that is expected in my area last time I checked. Thanks for throwing out some additional things to think about. |

California plumbing makes swapping stops a piece of cake, since they go in for the compression connector on the supply side.
Also, invest ten bucks in a Korky fill valve, they have trustworthy recommendations on their quietness. (I'd recommend the ultra-quiet one I installed, but it was a no-name import, like me )

possible that gpms are too high?
and stoping the (possible) high amount of flow, momentarily thuds the house by a "re-direction" perhaps, of hydraulic force? |

Within this forum's term usage:
is a stop valve : a backflow prevention device? a manual quarter turn valve? an electrical master or zone valve? a gate valve? a check valve? a flow control? |

If I were planning on keeping the cheapo toilet I would most likely be looking at new fill valves, however I have two Toto's waiting to be installed and it is highly unlikely I will be swapping anything out on those. |
