If the POC is by the curb you are stuck with some length of field wiring. Basement meters can mean less than ten feet of control cable leading from controller to valve manifold.

Here the norm was to install in the basement. But now I would say 98% of new installations have an outdoor controller.

It just makes sense to install a controller in an area with 24 hr access with a service friendly clearance.

Too many times this year my transmitter was just layed on a juniper and i had to sweep search because i couldn't ground.

Like I've said before, you drive into a cold call and see anything like that, you either call the boss, or bail; main reason I never had advertising on the trucks.
