The pipe/cutter would prolly be used to square up the rough cut end of a piece of thick wall tubing. Insert the tubing in the pipe, turn the cutter and the chips fall out the hole. Prolly for a braze-on hydraulic fitting or sumpin'
The spanner, well you can use it to adjust a locking ring/collar etc. I haven't got a clue how any of that stuff relates to Troy Bilt. Hey, use the spring pull guage on triggers. Sell it to a gunsmith.

Not much help here, Slapper. If I had to guess, it's stuff from the Garden Way era of TroyBilt, prior to MTD takeover. Can't imagine MTD producing any special tooling for equipment requiring only a big hammer and crowbar. I had a complete owner's/repair manual with complete parts list from a Garden Way TroyBilt Horse I bought at a farm sale in 74--don't recall ever noticing any of those tools in the manual/parts list.
