liner under waterfall

Is it recommended to put liner under the waterfall? Should i start at the biofalls? Also if i am building a stone retaining wall that the waterfall will flow from, how do i use a liner when i am building from the bottom up? Or do i build the berm and than run the liner with the rocks on top?

Here is one I just installed I layed the liner then build the rock on top used spray foam to hold rocks in place and to have a berm on both sides
