I was told by Jim Hooper the guy that's in charge of those lots. That the Arc pretty much slice my bid in half but I had a good bid though.

It is actually the ARC. It is The Association of ******ed Citizens. No I am not making this up. That is why you see a lot of "special kids" working. If I am not mistaken I believe the parish may have something to do with their funding. The quality of their work has vastly improved over the years. Used to be terrible.
