Bobcat 48 belt drive

So I just bought an older bobcat 48 belt drive with a kawasaki 14hp motor and the last time it was run was at the end of the season mid november im thinking motor looks clean the carb was clean but the recoil starter was missing so I tried starting it with a 5ft string and I can get it to turnover but it won't start any suggestions ? Im gonna change the oil, spark plugs, air filter usual tune up but im stuck on why it won't start?

Spray a little starting fluid in it and see if it starts and then dies. If it starts and dies then you have a fuel problem. If it won't start at all then you probably have an electrical problem.

I think you not giving enough spin with that string fix the recoil and give it a good pull and you will see magic
