Shocks from back pack blower

I have a Red Max 7001 back pack blower. When the blower is running and my hand is close to the throttle, not necessarily touching it, I get a mild shock to my hand, similar to a static shock one gets from touching metal. I don't think the problem is with the blower because I had the same problem with my previous blower. This happens mostly on cold days.
Hoping someone has a solution for this.

The air propelling through the plastic tubing creates static electricity. There should be a wire going from the inside of the tubing to a ground type screw on the exterior that absorbs this static. Mine keeps breaking too so I am also getting this shock, but I am too tired of fixing it.
