Voltage Regulator problems

Been doing a little online research and my battery on my 25hp kawi wasnt getting charged. I measured 36 volt ac from stator so I assumed it was voltage regulator. $50 later I installed but the one screw that help it tight to engine shroud was stripped a little so it wasnt very tight like when I removed it.
Well now problem is happening again, had to jump start and while it was running measured 13.4v dc on battery when it was running and then only 12.3 volt dc when engine off at battery terminals. I removed regulator and help it tight to shroud while starting.....saw some sparks between back of reguator and shroud. Now it seems like regulator has quit again? Could the regulator be so sensitive
it fried? its only a week old!

How important is a contact ground on the back of this thing?
