Looks like a non marring hammer with replaceable heads. I would guess the clamps are for soft hoses like vacuum lines.

But....you guys are gonna have to be more specific on the spring clamps...

the spring clips are heat sinks for electronics to take the heat away from the sensitive components when soldering
