Did you do the math? It saved $400,000 a year for a village of 11,000 that's a savings of $36 a person. Why would anyone risk this for such a small amount of money?

I just did that math... $36.36 per person per year, that's unbelievable. And now every one of those 11,000 people can sue that town and win, but that town won't be able to afford that... so i would think bankruptcy is coming soon.
