3-way vs manure

Hey guys,

I'm sorry if this has already been covered but I cannot locate it.

A few years ago the city dug up our lawns and roads to do sewer work. They replaced the dirt/ soil with sand... I have not had much success (or anyone else on the street) with adding 3-way topsoil and seeding over the years. I'm wondering if I should use manure compost, or just continue to use 3-way topsoil?
I am also looking for the holes to be filled in as it is rather bumpy on the walker.
If anyone could reply tonight that would be excellent. I think I'll be having a short day tomorrow of cutting so can work on my own lawn.
